Fix GetPod Stuff

Correctly we said hey give me a pod with the admin service (any pod), sadly the pods don't have a couchbase_service_admin label so it craps out.

• Handle the empty list case properly (return an error!)
• Handle the admin service specially, like we have to in the operator services module
