Promote config options from uncommitted to committed

The following connector config options have been promoted to the "committed" (stable) API:

• `couchbase.retry.timeout`
• `couchbase.black.hole.topic`
• `couchbase.enable.dcp.trace`
• `couchbase.dcp.trace.document.id.regex`
