Add alert for failed rebalance

Can alerts for a failed rebalance be added to the alerts for Couchbase?

Use-case from customer:

During previous auto-fail over events I have added the node back in and had rebalances fail. Currently we have to monitor the progress in case of a rebalance failure. Instead of monitoring the rebalance and watching progress bars to ensure it completes successfully I would like that the cluster alert me if it fails. Since rebalances can take hours it would be beneficial I can continue to do other tasks or if in the middle of the night go back to sleep.
