Added trivial rebase code review option to gerrit

There is an option that we used to have turned on that would re-add the code review +1, +2, -1, or -2 values if the rebase done on a change was minor of if nothing changed. We should re-add this to prevent people from having to re-review code that hasn't changed since the last time they looked at it.
