hook up menelaus bucket mgmt code to ns_bucket

Now that ns_bucket exists, the old-hookups that were deleted between menelaus and mc_bucket when emoxi was excoriated now need to be re-created.

That is, menelaus should be able to list buckets, create buckets, delete buckets.
