Access log generation does not work.

Steps to reproduce:
1)start the server and load some documents. perform gets.
2)run following script to set the next time access log generation is run.
./cbepctl hostname:port -b bucket_name -p bucket_password set flush_param alog_task_time 1
3)The above will set task time to 1AM GMT or 6PM PST.
4)After this time check for Access logs under the default couch files folder, there are no access logs.
5)Even with default settings, server left running overnight is missing access logs.
