Rebalance progress indicator : not accurately indicative of completion of vbucket transfer

      Scenario
      --------------

      Rebalance-in:

      • Rebalance in one node on a single node cluster having one bucket with data.
      • Notice that after all active vbuckets are copied to new node, rebalance indicator shows 100% for the new node while replica vbuckets are still being copied to the new node. Does marking 100% complete at this stage have any specific reason?
      • The master which has no vbucket activity (but maybe is still copying the replica vbuckets to the new node) shows ~35%.

      Rebalance-out:

      • Rebalance out one node from a two node cluster
      • Notice that after all active vbuckets are removed, rebalance progress for the node to be removed shows 100% (even as the replica vbucket removal is going on) while the master shows 52%.

      Screenshots attached. Same was observed when rebalancing-in 2 nodes.

      Question: Is it ok for the rebalance progress indicators of orchestrator and rebalanced nodes to be inconsistent?
