Rebalance fails with tap replication

Rebalance is failing in the following test

COUCHBASE_REPL_TYPE=tap COUCHBASE_NUM_VBUCKETS=1024 python ./cluster_run

NODES=4 TEST=view.viewquerytests.ViewQueryTests.test_employee_dataset_startkey_endkey_queries_rebalance_in,num_nodes_to_add=1,skip_rebalance=true,docs-per-day=1 make any-test

The same test is passing with COUCHBASE_REPL_TYPE=upr.
