xdcr_proxy crashing repeatedly on Windows

    Description

      1. Install build 676 or higher Windows-64 bit Couchbase Server from http://factory.couchbase.com/job/cs_300_win6408/ .

      2. Go through initial setup on console: assign 256 MB memory on first page, otherwise choose defaults. Load the beer sample data.

      3. Couchbase Server should start up and the status page should show 0 failed servers. However, the log will show many entries like this:

      On some machines, such as the server currently at 10.17.1.166, running Task Manager will show an erl.exe repeatedly starting and stopping. On my personal VM, I don't experience this, although I do see some of the xdcr_proxy log messages.
