{UPR} :: Rebalance in-out [hangs/stuck] with ops

Version 3.0.0-730, Centos 64, vbuckets=128

Nodes: 10.6.2.144-150

1. Add 6 nodes to cluster
2. Create default bucket
3. Add 100K Items
4. Rebalance in out nodes with ops in parallel

Fails in Step 4: Rebalance Stuck/hangs in operation
