Implement some support for log rotation via logrotate

Some folks would like to handle log rotation themselves. Lets leave aside discussion of whether that's good idea or not (it'll definitely break cbcollecinto log gathering).

For that we simply need some externally reachable hooks to re-open log files. E.g. in form of some REST API endpoint. Configuring our logger to avoid doing it's own log rotation should be possible already.
