cbrestore: the from-date and to-date options for restoring data not working as expected

Found in build: 3.0-725-rel
Steps to reproduce:

• Create documents on system having a single node and one bucket
• take a full backup using cbbackup
• Do some operations update or delete
• take incremental backup
• Update the access timestamp for all the file in full backup folder using touch command 'touch -t datetime'
• enter datetime of one day earlier
• Using cbrestore with options --from-date and --to-date enter previous date (from previous step)
  Observation:
• cbrestore does not correctly use the from and to date options.
