[windows] curl failed to upload log to external storage due to certificate issue

Install couchbase server 3.0.0-879.

Do cluster wide collectinfo upload to S3.
Cluster collect info. Passed
Display path where log is stored. Passed
Upload log into S3. Failed due to certificate error.
