Memcached Restart after crash should have a limit

    Description

      The current design is to restart memcached everytime it crashes. The number of times we can restart is limitless. As a result, if there is a bug or a reason where it crashes and starts again, the core dumps will result in disk space being full

      This ticket is to request a limited number of restarts to reduce the number of core dumps.

      We recently hit an issue where memcached kept crashing due to https://www.couchbase.com/issues/browse/MB-10440
