View Indexing getting stuck after rebalance-in-out operation

Steps to Reproduce:
1. Setup 4-node cluster
2. Create 3 buckets 1 default, 1 sasl(low priority) and 1 standard(high priority)
3. Load documents
4. rebalance in and out nodes and simultaneously perform ddoc operations

Test to Reproduce:
