Delta Recovery Fails with confusing message after we add a bucket to a cluster with 0 buckets

1. Create a 3 node cluster
2. Hard Failvoer 1 node and add back with delta recovery
3. Create a default Bucket
4. Hit Rebalance

Step 4 fails with message

Could not Rebalance because requested delta recovery is not possible. You probably add more nodes then cluster had before failover or possible remove some nodes.

After we cancel the button and change it to full recovery, rebalance worked

We need to be more clear on the message in this case.
