Description
In a similar light to our ejection process, it would be helpful to have a background process that kicks in when mem_used is below the low watermark that reloads data from disk in order to keep the memory as fully used as possible. This would help alleviate some of the scenarios where we drop below the low watermark, and also cases where warmup ends before reaching the low watermark (intentionally in most cases) to get more and more data cached.
Random data refills would likely be acceptable.
