Unicode collation in Couchstore is wrong

    Description

      The Unicode collation in Couchstore is broken. It returns the wrong result.

      This string 内閣府設置法 is smaller than that 内閣府設置法、

      Couchstore doesn't agree.

      There's also an online Unicode collations tool [1] to try it out.
