Views not visible on server node that's not a KV node

Views are not visible in the UI on a server node that does not run KV.

Steps to repro:
1) create a 2 node cluster. Configure one node to run KV; the second to run Index + Query. (Note you might need to use the "Add Server" button from the "Server Nodes" tab.
2) Set up the beer-sample sample bucket
3) Log in to the Index + Query node and navigate to the "View" tab. Note that you can't see the beer-sample design documents.

This is due to a long standing design choice where view design docs are stored in the "master vbucket" which only exists on KV nodes. Fix is more of a feature than anything else. Logging this issue so we talk about it.
