2i creation on a sasl bucket with non-empty sasl password fails (hangs in initial state)

    Description

      Steps -

      1. Setup a local cluster with beer sample bucket (which is a sasl bucket) populated.
      2. Edit beer-sample bucket configuration and give a sasl password. By default, it is empty
      3. Create a 2i on the beer-sample bucket.

      The 2i is stuck in initial state.

      From projector logs:

      Related Notes:
      1. Index create on a sasl bucket with empty password works fine.
      2. If projector faces an issue with bucket retrieval, the same needs to be communicated and index creation should fail. Currently it is stuck in initial state.
