Audit events not printed in nodes other than the master nodes

1. Install CB on 1 machine and enable auditing.
2. Add another node to point 1.
3. Check that audit settings are replicated
4. Create a bucket on node 1 in step1. Verify that audit.log is populated with create bucket event.
5. Create bucket on node 2 in step2. Verify that audit.log is populated with create bucket event.

Actual Result:
There is not audit.log present in node 2. audit.log should have been created once the node is added to cluster and should have audit config reload event as first event.
