UI Button for creating a bucket fails on cluster size of 139

On a cluster of 139 when attempting to create a bucket on a system that does not have any buckets the following error is reported - see below

I repeated the experiment on a cluster of 2 nodes and it works fine.

The work around was for me to load the sample-buckets into couchbase. From then on I can create buckets using the UI button.
