Installer should check for available ports and warn user appropriately if ports are already in use

Just had a report from a user who spent many hours troubleshooting an installation issue that was root caused by another application on his machine using port 8092 among others.

This is applicable for both Windows and Linux and will make our user experience much better if we notify them that the software cannot be installed because all of our necessary ports are not open.
