Incorrect Error Message when trying to Graceful failver node with index as service

1. Create 3 node cluster (1: kv,n1ql 2: kv 3:index)
2. Create default bucket with 10 items
3. Graceful failover node 3

Was trying to do graceful failover of a node without kv service. Got the following message. Which doesn't sound correct given what we were trying to achieve. There are no vbuckets on the node with index as service only

Failover Node failed :Failover cannot be done gracefully (would lose vbuckets)
