Time format should be consist across all components: ISO_8601

    Description

      It is important to have a consistent log format across all components. The 1st step of this is to ensure that time format is the same everywhere.

      We should use ISO 8601 standard with a timezone postfix. The timezone used in the logs should be that of the system as the Admin has made this decisions and it will match the rest of the system logs.

      The format should be: YYYY-MM-DDTHH:MM:SS.sss+HH:MM

      The following example is the same time in three different timezones:

      UTC
      2015-03-26T07:28:27.535Z

      Berlin
      2015-03-26T08:28:27.535+01:00

      San Francisco
      2015-03-26T00:28:27.535-07:00

      Please note numbers should be padded with zeros.
