Ability to create multiple indexes on same node, same bucket, simultaneously without using deferred build

In MB-14358, the bug uncovered that PM would like to build multiple indexes on the same bucket and node. We don't allow this due to the fact that it will force us to re-read the same mutations at slightly different times, which is inefficient. This is to track the issue and possible alternate approaches.
