Need to enforce a lower limit on RAM buffer quota for index service

At the moment, the RAM quota for the indexer buffer cache allows the user to set up to the maximum RAM on the system. However, since this gets pre-allocated, we need to put a lower limit in place. Otherwise the system will immediately get into OOM if the maximum allowed is set.

I would suggest 75% of the RAM available be allowed for the indexer buffer cache quota.
