Change the existing view behavior to index items under low mutation rates automatically with updateMinChanges=1

today views don't update automatically under low mutation rates. updates happen only when 5K updates are received in 5s. We should look at updating views automatically without requiring 5K updates with mUpdateMinChanges=1 in view settings.

we need to consider what upgrade behavior needs to be and how this would impact performance and existing applications.
