Description
How to reproduce:
1. Enable LDAP auth (assume it's working)
2. Set the default to Read-only
3. Enter a list of Full Admins:
user1, user2
4. Press Save
5. Try to validate. Either is getting "Read-Only Admin" access

With one full admin, everything works as expected.
