[Windows] Views not returning all items

1. Add 200000 items to cluster
2. Add nodes to cluster
3. Rebalance the cluster
4. Create ddocs on parallel
5. Verify that the data is persisted
6. Start with ddocs validation.

Expected Result:
Views should return 200000 items

Actual Result:
View returns 100000 items
