[Windows] Cannot create primary gsi index on a bucket

Automated test to run :
./testrunner -i your.ini -t tuqquery.tuq_index.QueriesViewsTests.test_primary_create_delete_index,doc-per-day=2,primary_indx_type=GSI,reload_data=False,force_clean=True,nodes_init=1

What the test does:
1. create bucket default
2. Create primary index using gsi – Fails

• This is seen consistently.

Similar bug for Linux was fixed w/ the earlier builds and this build contains the latest gsi fixes. MB-14745
