Failover / Rebalance stalls and blocks server even though its seemingly done

Tested with Windows Clusters with 2 & 3 nodes.
once you have a few buckets with files, add a new node and rebalance - it will stall at ~40-50% and be stuck at indexing.
Same happens at failover.

Also all views will timeout due to indexing beeing stuck and all applications are thus down.
After failing rebalance before, i tried to failover 46.4.79.226 to upgrade version to 3.0.3, but it got stuck at 38% as you see.
Dashboard shows Server 1 has 12K files active and 14K replicas - however a look at server data shows it has 0 active VBuckets ( they have successfully been distributed
All servers are idle, no activity anywhere.
