[ec2] Rebalance hang when add 3 nodes to cluster.

    Description

      Install couchbase server 4.0.0-2093 on 6 centos 6.5 servers
      Create a cluster of 3 nodes, 2 nodes in data service and one node in query service.
      Create a default bucket with no view nor n1ql.
      Load 5 million doc with 1 KB size to cluster with load 170 K ops (only update, no exp or delete).
      Run the load in 3 days and add 5 million doc into cluster.
      Add 3 more data service nodes into cluster.
      Rebalance. Rebalance hang at about 15%
