Disallow creation of 2 gsi indexes of the same name on the same bucket?

I created an index outbound_flight2 using gsi – which was unsuccessful - create index hangs.

After a while I created same name "outbound_flight2" index using gsi on the same bucket – this is bulding .

Should we disallow same name, same bucket . same gsi index definition ( even if the first index is malformed - it still exists on the index catalog?)
