    Description

      Expected behavior:
      The question of where cluster services run is flexible in both development and deployment environments.

      Observed behavior:
      When setting up a new single node cluster, the "wizard" is the only time a user can add query and indexing services. If the developer doesn't know to select them, the query service seems to be broken.

      See also MB-15320, which originally covered this issue but was closed with a fix that helps at development time but doesn't remove the production time issue.
