Running queries without specifying max-parallelism causes bad performance

    Description

      Right now all of our queries in the performance tests set max-parallelism to 1. If I remove this setting query performance degrades specifically. We need to have reasonable defaults for all queries or at least have a reasonable default for the common case. See some attached results which were run on build 3168. You can compare to the results in showfast.
