[windows] rebalance fails after node is ejected from cluster

1. Create a cluster of 7 nodes.
2. Create a bucket default load documents to cluster.
3. Eject 2 nodes from the cluster and rebalance
4. Create and verify data on the cluster
5. Eject 2 more nodes from the cluster and rebalance.
6. Create and verify data on the cluster
7. Eject 2 more nodes from the cluster and rebalance.
At step 7 rebalance fails.
