running cbcollect_info from the web UI fails in key areas

In trying to get some details from a user, I asked them to post the collect info from the Web UI and there were several files that it failed to read, despite having been installed correctly as can be seen in MB-15401.

I'd initially had this as a 'crit', but since there is a workaround, which is to run cbcollect_info from the CLI as root, I'll leave it as a major. I would argue for it though as it's one of those things that could lengthen and frustrate someone on a service call.
