verify bucket settings without joining cluster

When making some changes to the Couchbase buckets, like the number of shards or max_num_writers, there is no way to confirm that the change was correctly set until the node is part of a cluster and has a bucket.

There should be someway to run a test to verify the settings that a new bucket would use if it was created.
