XDCR + Rebalance-in is over 100% slower in Sherlock RC3 compared to 3.1.0

    Description

      See attachment. Rebalance in + XDCR went from 113 mins in 3.1.0 to 234 mins in Sherlock RC3 4.0.0-4044.

      Most other rebalance tests passed with satisfactory performance results in Sherlock RC3 after the fix for MB-15893.
