[system test windows] Indexer process is taking up unusually high memory(~11G) on create indexes on empty bucket

1. Create cluster + buckets
2. Create indexes on all 10 buckets.

Seeing a very high memory usage nearly 50% on a 24G ram Index Node.

Why does Indexer take up so much memory?
