Startup script should check and print out warnings or failure message with reasons instead of crash

    Description

      Couchbase startup may crash if some files have wrong permission. It is difficult to know what caused the permission issue. It is very helpful to print out the issue to prevent the startup crash with [os_mon] cpu supervisor port (cpu_sup): Erlang has closed. This message hardly tells what's wrong.

      Some configurations should have proper ownership before startup.
      /opt/couchbase/var/lib/couchbase/config
      /opt/couchbase/var/lib/couchbase
