Indexes are being rebuilt on reboot of the entire cluster

      8 node cluster ( 4 KV, 2 n1ql, 2 index nodes)

    Description

      1. Load 5M items
      2. Run the setup through rebalances, failover etc -ok ( bug MB16323)
      3. Reboot entire cluster

      Indexes are being rebuilt from 0, 

        "default:replica_fare_idx:num_docs_indexed": 1674175,
      		 
        "default:replica_fare_idx:num_docs_pending": 3076664,
      		 
        "default:replica_fare_idx:num_docs_queued": 72,

      Note: I see this only on bucket-default, the rest of the buckets show no re-indexing behaviour.
