XDCR needs to add timeout to call out to remote cluster

    Description

      XDCR calls out to remote cluster in many places. As shown in CBSE-2354, the call to the remote cluster may block and never come back in certain network partition scenarios. XDCR needs to add timeout to such call outs to avoid being stuck.
