CAPI nozzle sometimes panics in error conditions

When CAPI nozzle errors out, e.g., when the target cluster is performing rebanlance, it sometimes panics because it could not get a new memcached client to the target. Subsequent operations on the client will result in an NPE. The fix is to check for the situations where the attempt to get a new client fails, and avoid operations on the client in such situations.
