[FTS] REST: REQUEST_PLUS for FTS

    Description

      As far as I can see there is no REQUEST_PLUS equivalent in FTS, only stale = ok (so NOT_BOUNDED) and AT_PLUS.

      the equivalent in n1ql is:

      /**
       * This implements strong consistency per request.
       * Before processing the request, a current vector is obtained.
       * The vector is used as a lower bound for the statements in the request.
       * If there are DML statements in the request, RYOW is also applied within the request.
       */
      REQUEST_PLUS,
      

      I think we need this, otherwise people need to use the more complicated mutation token approach if they want RYOW.

          Steve Yen I see this is in the backlog. Do we have any way currently or in MH to do "RYOW" at all? Also, with the N1Ql integration how would their consistency guarantees propagate down to the fts index?
