Incorrect error message for Query tab for a Read Only User

1. Configure a CB Server with LDAP, configure one of the nodes to have query service.
2. Add a user as Readonly user.
3. Login via user in 2 who has readonly user role and Navigate to Query Tab
Since all rest api will return a 403, user can be shown a error message that user does not have access. Currently the error message shown is where query services does not exist.

Actual Result:

The query interface is only available on Couchbase nodes running the query service.
