default compaction setting never kicks off compaction under circular writes

when compaction begin time is set to a non zero value and compaction end time is left at 00:00, compaction never kicks in with the circular writes mode in 2i.

• populate an index and get fragmentation up to 60%
• set compaction time to 1 min later than the current hour:min on the cluster.
• grep the indexer.log for compaction on the node with the index; you will see it is skipping 16:14.
