UI need to prevent the creation of new buckets during rebalancing

Rebalancing is in progress,
Trying to create new bucket, bucket is not created - and getting back to the bucket screen without any error message.

The correct behavior should be:
when clicking on the create bucket button during rebalcning - should get an error message - "Can not create new bucket during rebalancing"
