Delta recovery failure seen after graceful failover of a node from an unbalanced cluster

Steps to reproduce:

1. Add a new node A to an existing cluster of 1 node B which has all 3 services on it. The new node A added just has data and index service on it.
2. Click on rebalance.
3. Do a stop rebalance during rebalance operation.
4. Click on failover, do a graceful failover.
5.In pending rebalance, you see the new node A .Hence click on rebalance.
6. We see an error message:

Could not Rebalance because requested delta recovery is not possible. You probably added more nodes to the cluster or changed server groups configuration.

7. Also for new node A pending delta recovery is shown.
